Rav4 2006 fans issue

Hello, I have a prob with my 2006 dcat 2.2 toyota. Vents are not starting. I have changed the temperature sensor an checked the thermostat - all ok. Checked the relay and all ok. For some reason are not starting to cool the engine when temp is high and water is being sparyed out. Is there any other sensor thab one located in the engine? I checked and could not find one on the radiator. The vents are workig fine when AC is on-both of them
