I was surprised by the amount of damp leaf rot muck that came out when i recently replaced a front wheel arch liner. I noticed this could be cleaned out externally.

I would definitely recommend cleaning the gutters regularly. Accessible easily under front sill near wheel arch area. Use a spoke/coat hanger wire/net wire to rake it out. This will prevent the sills from possible rot.
