What kind of switch is it? Does it need a key or is it a toggle type?

Normally switches in the footwells of cars are servicing switches for the alarm/imobalisers. Often when disconnecting the Battery the alarm/imobaliser will be activated the switch can be used to avoid the alarm going off before disconnecting the Battery or to reset the imobaliser after the servicing. Also 90% of the time servicing switches are the key type (for obvious reasons).

Don't know much about RAV4's though... :unsure:

Maybe it's a NOS button??? :D :P (Jokes)

Does your car have a passenger airbag? maybe its to turn it off for baby chairs? just guessing though
