Brake Skimming

Had my car in for it's 20,000 service today and complained about the low speed brake feel as though the discs are warped. They said the discs were rusted and they skimmed them foc. It still feels the same. What is skimming? I thought that it meant machining them to get rid of any minor warps. Anyone had similar problems on the new shape car.??
