Starter Problem

About once per week, I turn the key and nothing happens. Persevering, I get the starter to engage in 1-10 attempts. It often sounds like the current is struggling to get through. Is the problem with the starter, the connection or the 3 fuses by the positive terminal of the batterty? The Battery is new. Outside temperature is not a factor.
