Help! Problem With Speedometer On 95 4runner.

The speedometer on my 95 4runner doesn't work, I've taken out the instrument cluster and tested the actual gauge with a drill; it works. With the instrument cluster removed, I can see part of the cable itself which seems to still spin, however if I pull it back a little bit it doesn't spin anymore, I'm not sure if thats normal or not. If it is then I'm very unsure of what the problem could be... any ideas? Help me out if you can, it would be much appreciated.
