If I try to start the car after waiting for the glow plug indicator to go out the car takes about 3 seconds to start up

but if I put the keys in the ignition switch to the on position and wait for the glow plug light to go out, then switch to the off positions and then try to start the car up it work fine

why?...

Could your glow plugs need renewing ? It looks as though they need the 2nd heat up to get hot enough to work.

If you can get at the glow plug connectors, unplug them, get a continuity tester and test the terminals on the glow plugs, no continuity is a good sign that one or two of them are knackered.
