Belt Replacement Issue

I have a 2004 Toyota Camry LE. Recently I went to get my tires rotated and balanced and asked the service center to change my Serpentine Belt while they were doing it. The technician started to work with the belt and could not get theother one off. There is a bolt on the housing that has a very unique head. They did not have a tool in the whole shop that would fit this bolt.

Can a tool be purchased that will fit this head? If not, is there an adapter that can be purchased to make an existing tool work?

I just find it hard to beleive that the dealership is the ONLY place I can get my belt changed. Any advise would be appreciated.
