Error code P1251 - manufacturers code

Hi everyone. My wife was driving her 2004 RAV4 2.0l D4D up a steep hill today when someone pulled out in front of her causing her to lose revs and drop down a gear. Shortly afterwards, after reaching the top of the hill, the car suddenly 'died' losing all power and the engine management light came on (error code P1251 - manufacturers code). She pulled over, switched off the engine and restarted the car. Apart from the engine management light staying on the car was back to normal, driving perfectly just as it was before the above. I've also just driven it for a few miles at high revs, up and down some steep hills etc., and everything appears perfectly normal.  The internet appears to suggest a faulty turbo but your advice would be appreciated.
