95 Celica GT4 Boost Issues

I have been having this issue for quite a awhile and trying to get some ideas on where to look. Recently like a month ago I've been getting 8psi-9psi of boost. I fixed Code 54 few weeks ago but wiring it together code disappeared and hasn't came back. Had code 24 which was IAT sensor. Rewired that and no CEL. Still to this day it won't boost past 8-9psi. I replaced Plugs,Distrubitor few months ago, ignition  related has been replaced. I have a new BOV aswell coming Tuesday-Wednesday. Is this the TVSV that's failing or is something really wrong that I'm stuck and can't figure out. Wastegate actuator? BOV? TVSV?

 

 

Also cam gears from ATS racing was installed at a shop few months ago and if im not mistaken they put it to 0 and i highlllllly dobut they pinned E1 and TE1

 

 

I have a Blitz DD BOV is there a chance that it could be getting stuck?
