1989 Celica recommission help

Hi, help would be greatly appreciated.

I have started to recommission a 1989 Toyota Celica 2.0 GT, she's been sat for about 10 years. I have hit a wall in regards to actually getting it started, I have changed filters ect.. and a new Battery, however she fails to even turn over.

The headlights, hazard lights and interior lights come on (when the Battery is connected), but nothing else operates? and as above will not turn over what am I missing?

1989, that would make it a very late ST162 or an early ST182.

Do you know which one you have?
