How to remove grommet ?

I think your clip might be similar to an older design/part number, which was in popular use on earlier Toyota wheel arch liners.

You cut them out.  When fitting steps they tell you to order 4 separately but you can buy them off eBay.  I managed to fertle (not really a word) them out but you have to be patient and they get somewhat mauled.   You can buy them off eBay in 10s quite cheap.
