Vvt Question

hi guys i have a blacktop toyota levin 99 20v 4000km back i fitted timing belt kit + i had the cam shafts off also to fit 20 cam followers. i then fitted the small toyota filter and changed the oil. since this i think the vvt hasn't bin workin i double checked the timing and al the other day and it al perfect any ideas. could i have fittin cam shaft in wrong position or is that even possible. or could it have bin small filter that did the damage. i checked thr resister in ecu and it seems perfect, any help really appreciated. SQ

the cams got disturbed so check the vvt pulley, also the timing might not be correct, you could have bad oil pressure as well.
