Read the FAQ and start a thread on 'The Judicial Process' section of the forum.

They have to issue you with a FPN (fixed penalty notice) within 6 months of the NIP (notice of intended prosecution - verbal in your case), otherwise it expires and they can't touch you.

The only thing I'm not sure of is if your's is actually a FPN, otherwise the 6 month rule might not apply. They will be able to tell you for sure on the Pepipoo forums.
